Proposition A
Currently, two cities in Missouri - St. Louis and Kansas City - impose a local earnings tax on the wages of people who live or work there, and on local businesses.
Under existing law, there is no sunset provision - or re-authorization vote - that allows any local vote of the people on the earnings tax in St. Louis and Kansas City. And, nothing in existing state law prevents the politicians from imposing similar earnings taxes in other Missouri cities and towns.
Proposition A, the Let Voters Decide Initiative, will give voters a say on the issue of a local earnings tax by doing two things.
- It requires local sunset votes in St. Louis and Kansas City every five years, starting in 2011, to let voters there decide for themselves if they want to continue the earnings tax in their city or phase it out gradually over a period of 10 years.
- It prohibits the politicians from imposing any new local earnings taxes on working people and businesses in Missouri.
